Which issue is resolved by this Pull Request:
Resolves #

Description of your changes:
Update package dependency source as our current publication tools twine doesn't work with sourcing the requirements.in for some pip install. Will open another issue to migrate our release tools in another issue.

Environment tested:

  • Python Version (use python --version):
  • Tekton Version (use tkn version):
  • Kubernetes Version (use kubectl version):
  • OS (e.g. from /etc/os-release):
